    Expanding cooperation in the oil and gas sector: results of negotiations between a President of Turkmenistan and a Prime Minister of Malaysia

    On June 19, during an official visit to Turkmenistan, a Malaysian Prime Minister Anwar Ibrahim laid a bouquet of flowers at a Monument of Independence of Turkmenistan. Following a well-established tradition, on the Alley of Honorary Guests, the head of the Malaysian Government planted a tree as a symbol of the unbreakable friendship between the two states and their peoples. The motorcade of the distinguished guest then arrived at the Presidential Palace Complex «Oguz han». Here, the Prime Minister Anwar Ibrahim was warmly welcomed by a President of Turkmenistan Serdar Berdimuhamedov. A ceremony of the official reception of the head of government of the friendly state then took place at the Palace Complex. Following the traditional ceremony of official photography of the heads of delegations against the background of the State Flags of both countries, bilateral negotiations were held between the President of Turkmenistan Serdar Berdimuhamedov and the head of the Government of Malaysia. Warmly welcoming the distinguished guest, the Head of State expressed gratitude for accepting the invitation to visit Turkmenistan on an official visit. As was noted, the first visit of Prime Minister Anwar Ibrahim to our country is regarded as an important event in the history of the two peoples and states. In this regard, firm confidence was expressed that this meeting would give new impetus to the further strengthening of Turkmen-Malaysian relations. Taking the opportunity, the President of Turkmenistan Serdar Berdimuhamedov conveyed words of greeting to Anwar Ibrahim from the National Leader of the Turkmen people, as well as from himself and on behalf of the Hero-Arkadag — heartfelt greetings and best wishes to the Supreme Ruler of Malaysia, Sultan Ibrahim. Thanking for the hospitality shown on Turkmen soil, the Prime Minister of the friendly country conveyed warm words of greeting from Sultan Ibrahim addressed to the President of Turkmenistan Serdar Berdimuhamedov and the Hero-Arkadag Gurbanguly Berdimuhamedov, and to the people of Turkmenistan — wishes of prosperity and well-being. The Prime Minister Anwar Ibrahim confirmed that Malaysia fully supports Turkmenistan's initiatives aimed at ensuring universal peace and sustainable development — a country that develops fruitful relations with the nations of the world and pursues a policy of positive neutrality. At the same time, readiness was expressed for the further expansion of productive cooperation with our country. Speaking about the visit of the President of Turkmenistan Serdar Berdimuhamedov to Malaysia in 2024, the head of government of the friendly state noted that the agreements reached during that visit gave a powerful impetus to strengthening bilateral cooperation. As the Head of State emphasized, since the establishment of diplomatic relations, great progress has been made in the development of Turkmen-Malaysian cooperation. Effective partnerships have been established between the two states in the political-diplomatic, trade-economic, and cultural-humanitarian spheres. Turkmenistan and Malaysia successfully cooperate and support each other within major international structures, above all, the United Nations. The trade-economic sector serves as the key vector of Turkmen-Malaysian relations. In this context, the effective nature of the partnership in the oil and gas industry was noted — a partnership that has been ongoing for 30 years with one of Malaysia's major companies, «PETRONAS». Cultural-humanitarian cooperation is an integral component of interstate dialogue. In this regard, it was noted that our countries are developing cooperation in the field of education. Turkmen specialists who studied at leading higher educational institutions of Malaysia work in various sectors of the national economy, emphasized the President of Turkmenistan Serdar Berdimuhamedov, expressing gratitude to the Malaysian side in this connection. During the meeting, the Head of State and the Prime Minister Anwar Ibrahim confirmed their readiness to continue joint efforts to strengthen relations between Turkmenistan and Malaysia. The negotiations then continued in an expanded format with the participation of delegations from both states. Once again expressing gratitude to the Prime Minister Anwar Ibrahim for accepting the invitation to visit our country on an official visit, Arkadagly Hero-Serdar noted that he regards the current meeting as an important event in building up cooperation between Turkmenistan and Malaysia. As the Head of State noted, Turkmen-Malaysian relations have been developing consistently and effectively for more than thirty years. During this time, 9 mutual visits at the highest level have taken place, and a legal framework for cooperation has been formed, comprising a large package of intergovernmental and interdepartmental documents. Noting with satisfaction that in recent years mutual visits at the highest level have taken on a systematic character, President of Turkmenistan Serdar Berdimuhamedov remarked that he recalls with particular warmth the visit to Malaysia that took place in December 2024, during which a wide range of bilateral and international agenda issues were discussed with the Prime Minister Anwar Ibrahim. Emphasis was placed on the fact that Turkmenistan and Malaysia are close in their spiritual values and philosophy of interstate relations. As was underscored, these values are based on a solid historical foundation, respect for traditions and cultures. «All of this served as the basis for establishing warm contacts between our peoples, gave our bilateral cooperation a friendly and brotherly character, and contributed to the establishment of successful, fruitful economic cooperation and broad humanitarian relations», said Arkadagly Hero-Serdar, noting the great potential for the further strengthening and qualitative enrichment of the Turkmen-Malaysian partnership. It was emphasized that Turkmenistan sees in Malaysia — which was among the first to recognize our country's independence and establish diplomatic relations — a true friend, a reliable partner, and a like-minded country on many issues of world and regional politics. At the same time, it was noted that our state highly values Malaysia's support for the international recognition of Turkmenistan's permanent neutrality. «Our countries are consistent advocates of strengthening the role and authority of the United Nations, taking an active and engaged part in addressing global and regional problems on the basis of the UN Charter and universally recognized norms of international law», said the Head of State. Continuing, the President of Turkmenistan Serdar Berdimuhamedov noted that Malaysia consistently supports Turkmenistan on the world stage, supports the international initiatives and proposals of our country, and took an active part in preparing the draft resolutions on Turkmenistan's permanent neutrality adopted in 1995, 2015, and 2025. In this context, gratitude was expressed to the Malaysian side for supporting the Resolution «The Role and Significance of the Policy of Neutrality in Maintaining and Strengthening International Peace, Security and the Process of Sustainable Development», adopted on May 20 of the current year and initiated by our state. As was noted, Malaysia is a co-author of the UN resolutions put forward by Turkmenistan on issues of energy security and international transport cooperation. Turkmenistan is firmly committed to strengthening cooperation with Malaysia within the framework of the United Nations. Furthermore, our countries continue in practice to provide mutual support and jointly participate actively in the development of documents significant to both states. In this context, the Head of State identified among the important tasks of activities on the international arena cooperation with Malaysia, which is a founding member of the Association of Southeast Asian Nations (ASEAN) and its authoritative member. It was also emphasized that our country highly values the results of Malaysia's chairmanship of ASEAN in 2025. Naming among the key vectors of joint work by Turkmenistan and Malaysia the protection of the legitimate interests of developing countries and the rights granted to them in global decision-making, the Head of State confirmed that our country supports the friendly state's initiatives to strengthen the position of the Global South and promote a culture of dialogue. These proposals are fully consistent with the philosophy of Turkmenistan's foreign policy and its activities in this sphere, as well as with such fundamental positions of our country as «Dialogue — a Guarantee of Peace» «Peace through Development», the revival of a culture of dialogue and respect. «We are ready to cooperate closely with Malaysia in promoting initiatives to strengthen international security and jointly support programs for achieving the United Nations Sustainable Development Goals," declared President of Turkmenistan Serdar Berdimuhamedov. At the same time, the desire was noted to pursue cooperation in such areas as the transition to the climate agenda and energy, the development of interregional dialogue between Central and Southeast Asia, and the promotion of new transport and logistics corridors on the Asian continent. «We consider it necessary to strengthen partnership within the Organization of Islamic Cooperation. We must contribute to the establishment of systematic intercultural dialogue, to overcoming old norms and views, and to promoting the role and authority of the OIC», emphasized the Head of State. Trade-economic and investment spheres were also identified among the important vectors of bilateral relations. As was noted, the oil and gas sector serves as the strategic direction of Turkmen-Malaysian cooperation. The company «PETRONAS» is one of the main partners of our country, emphasized the Head of State, giving high praise to its activities in Turkmenistan. For the purpose of implementing large-scale and long-term projects in the oil and gas sector, a number of important bilateral documents have been prepared, on the basis of which, with the participation of «PETRONAS», large-scale work will shortly begin on developing new hydrocarbon deposits in the Turkmen sector of the Caspian Sea, as well as on conducting research at promising oil and gas complexes of the Caspian Sea, continued President of Turkmenistan Serdar Berdimuhamedov. During the negotiations, the great opportunities of the two countries for developing cooperation in such fields as high technologies, the financial and banking sector, the textile industry, transport and communications, agriculture and water management, and urban development were noted. The cultural-humanitarian sphere is an integral part of interstate relations. As was noted, our peoples possess ancient traditions and a rich historical heritage, familiarity with which contributes to the mutual enrichment of cultures. In this regard, the importance of holding cross-cultural Days of Culture in both countries was discussed. Placing special emphasis on the successful experience of Turkmen-Malaysian cooperation in training professional and experienced specialists, Arkadagly Hero-Serdar declared the advisability of establishing direct contacts between the academic structures of our countries and organizing scientific exchanges. Tourism was named among the promising vectors, where there are broad opportunities for developing cooperation. In conclusion, the Head of State noted that the current visit of the distinguished guest is intended to contribute to the strengthening of interstate relations. Confidence was also expressed that today's meeting confirms the readiness of both countries for further joint activities. Once again thanking the Prime Minister Anwar Ibrahim for the fruitful cooperation, the President of Turkmenistan Serdar Berdimuhamedov conveyed to the people of Malaysia wishes of peace, well-being, and prosperity. Once again expressing gratitude for the hospitality shown, the head of Government of the friendly country emphasized that the visit of the President of Turkmenistan to Malaysia in December 2024 and the current historic visit have opened new horizons for deepening mutually beneficial interstate partnership. At the same time, the significance was emphasized of the constructive approaches put forward by the President of Turkmenistan Serdar Berdimuhamedov, which serve as instruments for strengthening bilateral ties and building up the existing potential. Next year, the 35th anniversary of the establishment of diplomatic relations between our countries will be solemnly marked, the distinguished guest continued, noting with satisfaction that over the elapsed period the parties have made the necessary efforts to develop cooperation. As Anwar Ibrahim emphasized, during the official visit of the President of Turkmenistan to Malaysia, issues of developing effective cooperation in the trade-economic sphere were discussed, in particular with the company Petronas, with special emphasis placed on the significance of cultural-humanitarian ties and cultural commonality. The translation into Malay of the valuable works of the great son of the Turkmen people, the poet Magtymguly Fragi, is a vivid example of cultural dialogue, continued the head of Government of Malaysia, reporting that approximately 100 poems by the poet have been translated to date. Noting the great authority of the head of state of independent, permanently neutral Turkmenistan — the President of Turkmenistan Serdar Berdimuhamedov — on the international stage, the Prime Minister Anwar Ibrahim declared that Turkmenistan is a strategically important partner of Malaysia. As was emphasized, corresponding work is currently underway to intensify interregional cooperation between ASEAN and Central Asia. In this regard, the importance of joint actions to strengthen partnership in this sphere was acknowledged. «Malaysia is interested in studying Turkmenistan's rich and modern experience in the energy sphere, in the field of organizing the work of information centers and other areas, and also highly values the long-standing cooperation with the company «PETRONAS»», said the Prime Minister Anwar Ibrahim. Cooperation in the field of education, in particular in the training of highly qualified specialists, is a vivid testament to the fruitful relations, continued the head of Government of the friendly country, confirming Malaysia's readiness for the further buildup of partnership in this direction. Placing emphasis on the significance of the proposals put forward during the visit of the President of Turkmenistan Serdar Berdimuhamedov on strengthening cooperation between Malaysia and Turkmenistan, the distinguished guest expressed gratitude to the Head of State for these initiatives. At present, the fruitful Turkmen-Malaysian relations — the key components of which are trade-economic ties and investment activity — are developing at a high pace. In this context, Prime Minister Anwar Ibrahim expressed gratitude to the Turkmen side for supporting the activities of the company «PETRONAS», which has been successfully operating in Turkmenistan since 1996, and noted the personal support of President of Turkmenistan Serdar Berdimuhamedov in the implementation of effective partnership in this direction. In conclusion, the head of Government of Malaysia expressed confidence that as a result of joint efforts, the unbreakable bonds of friendship between the peoples of the two countries will continue to be strengthened. Upon completion of the negotiations, a ceremony of signing and exchanging bilateral documents took place. Among the documents exchanged by the parties are: the Memorandum of Understanding between the Academy of Sciences of Turkmenistan and the Academy of Sciences of Malaysia; the Memorandum of Understanding between the State service «Türkmenhowaýollary» and the Ministry of Transport of Malaysia; the Agreement on Air Services between the Government of Turkmenistan and the Government of Malaysia; the Memorandum of Understanding between the Government of Turkmenistan and the Government of Malaysia in the field of training diplomats and cooperation on scientific exchange. Also announced were the following signed documents: the Agreement between the Oguz Han University of Engineering and Technology of Turkmenistan and the National University of Tenaga on student exchange and a mobility program; the Agreement between the Turkmen State Architecture and Construction Institute and the National University of Tenaga on student exchange and a mobility program; the Agreement between the State Energy Institute of Turkmenistan and the National University of Tenaga on student exchange and a mobility program. Then, to the applause of the ceremony participants, the President of Turkmenistan Serdar Berdimuhamedov and the Prime Minister Anwar Ibrahim affixed their signatures to the Joint Statement between Turkmenistan and Malaysia on the results of the official visit of the Prime Minister of Malaysia to Turkmenistan. The document notes that during the negotiations held today, a wide range of bilateral, regional, and international issues were examined. At the same time, it reaffirms the commitment of the President of Turkmenistan and the Prime Minister of Malaysia to the further development of interstate cooperation on a bilateral basis and within regional and international organizations. The statement also highlights the outcomes of the Malaysian delegation's visit to our country. Following the signing ceremony, the President of Turkmenistan Serdar Berdimuhamedov and Prime Minister of Malaysia Anwar Ibrahim addressed representatives of the media. As the Head of State noted, during the negotiations of the delegations of Turkmenistan and Malaysia, all areas of cooperation were comprehensively discussed, an exchange of views took place, and positions on regional and international issues were presented. The meeting with the Prime Minister Anwar Ibrahim took place in an atmosphere of complete mutual understanding and high trust, continued the President of Turkmenistan Serdar Berdimuhamedov, emphasizing that during the negotiations an assessment was given of the level of Turkmen-Malaysian political dialogue, cooperation on the world stage, and within major international organizations. It was noted that Turkmenistan and Malaysia advocate for the formation of a just, equal, peaceful, and secure system of international relations. Emphasis was placed on the fact that our countries proceed from the need to strengthen international law and the role of the United Nations. In this regard, Arkadagly Hero-Serdar expressed gratitude to the Government of Malaysia for its unwavering support of Turkmenistan's neutrality and the international initiatives put forward. In turn, our country supports and will continue to support the constructive positions of the friendly state. It was noted that Turkmenistan and Malaysia will continue to develop and improve cooperation in the oil and gas sector. The company «PETRONAS» serves as the principal partner in this field, and cooperation with it will be expanded. It was also noted that an agreement has been reached to strengthen relations in a number of economic sectors, in particular in such areas as industry, agriculture, and the textile industry. High technologies, technical and engineering cooperation, banking and financial activities, and urban development will also be included among the priority vectors of cooperation, said the President of Turkmenistan Serdar Berdimuhamedov, emphasizing that Turkmenistan and Malaysia will build up partnership in the transport and logistics sector, in the field of creating a corridor in the East–West direction. Speaking about the further development of cooperation in the cultural-humanitarian sphere, the Head of State noted that cooperation in educating Turkmen students at educational institutions in Malaysia will be continued. In this regard, gratitude was expressed to the Prime Minister Anwar Ibrahim. Furthermore, the importance of expanding academic and scientific exchange was discussed. Noting the high productivity of the Prime Minister's visit, the President of Turkmenistan Serdar Berdimuhamedov emphasized that the current meeting — at the conclusion of which a package of important bilateral documents was signed and readiness was confirmed for joint advancement along the path of development — has become a significant event in the history of relations between the two countries. Our friendship, brotherhood, and mutually beneficial cooperation are based on a solid political, legal, ideological, and spiritual foundation. We are brought closer by history, values, religion, and commitment to peace, justice, and humanism, continued the Head of State, expressing gratitude to Prime Minister Anwar Ibrahim and the members of the Malaysian delegation for the fruitful negotiations held and their focus on strengthening cooperation with our country. At the same time, confidence was expressed that the strong and reliable relations between Turkmenistan and Malaysia will continue to develop successfully. The head of Government of the friendly country then, addressing media representatives, noted the effectiveness of the negotiations held with the President of Turkmenistan Serdar Berdimuhamedov. As was emphasized, Turkmenistan — with which active bilateral and multilateral cooperation is being developed — enjoys great respect on the international stage. Special emphasis was placed on the significance of the official visit of the President Serdar Berdimuhamedov to Malaysia in December 2024, the outcomes of which contributed to deepening interstate cooperation. As was noted, Malaysia highly values the efforts of the President of Turkmenistan to strengthen cooperation between the states of the Asia-Pacific and Central Asian regions. Our country consistently supports the initiatives that Turkmenistan puts forward on the international stage based on the legal status of permanent neutrality, said the distinguished guest, emphasizing that Malaysia has co-authored a number of resolutions adopted by the UN General Assembly on the initiative of Turkmenistan. Malaysia highly values Turkmenistan's attention to the development of entrepreneurship and the great trust shown to Malaysian businesspeople. We will make efforts to strengthen interstate relations through the exchange of technologies and experience, and the training of specialists, declared the Prime Minister of the friendly country. It was emphasized that the consistently developing cooperation with the company «PETRONAS» constitutes an important foundation of bilateral partnership. The agreements reached during the current visit in the fuel and energy sphere will contribute to the further buildup of cooperation. The transport and logistics system was named as a promising area of cooperation. In this context, it was noted that work will be carried out to implement the proposal of the President of Turkmenistan on establishing in Malaysia a corresponding distribution center for products manufactured in Turkmenistan for the Asia-Pacific region countries. Furthermore, relations between both countries will be developed through the establishment of a joint intergovernmental commission. Among the priority vectors of upcoming activities was named the exchange of accumulated experience in such spheres as banking, information technologies, the establishment of information centers, and the Halal industry. We attach great importance to forming a solid foundation for cooperation in the future, including through the training of young, highly qualified specialists and the exchange of creative and scientific experience, noted the Prime Minister Anwar Ibrahim, expressing heartfelt gratitude to the President of Turkmenistan Serdar Berdimuhamedov for his attention and tireless efforts to build up relations between the two countries, and confirmed Malaysia's commitment to strengthening the bonds of friendship with Turkmenistan. An official reception was organized in honor of the distinguished guest on behalf of the President of Turkmenistan Serdar Berdimuhamedov. As part of the visit to Turkmenistan, the head of Government of the friendly country visited the village of Gypjak near Ashgabat, where at the Ruhy Mosque he paid respects to the memory of the first President of Turkmenistan and performed Friday prayers. Upon completion of the program of the official visit to our country, the Prime Minister of Malaysia proceeded to Ashgabat International Airport, from where he departed for his homeland. Thus, the first official visit of the head of Government of the friendly country, Anwar Ibrahim, to Turkmenistan became an important milestone in interstate relations. The negotiations held and the agreements reached will serve as a solid foundation for the further dynamic development of fruitful bilateral cooperation across various areas
