General Director of the Representative Office of "ROSATOM" State Corporation for Kyrgyzstan and Turkmenistan

Dmitry Konstantinov is an experienced executive in the energy sector with strong expertise in renewable energy development and investment project management. He currently oversees operations of the State Atomic Energy Corporation “Rosatom” in Turkmenistan, having expanded his regional responsibilities in June 2025. Since April 2022, he has served as the General Director of Rosatom’s representative office in the Kyrgyz Republic. Mr. Konstantinov began his career in 2015 at Rosatom as a Specialist in the Investment Projects Department. In 2016, he was promoted to Head of Investment Projects, and from 2018 to 2022, he led the Project Management Office for renewable energy initiatives within the corporation. Dmitry holds a degree from Lomonosov Moscow State University (2009) and a Master’s degree in Economics (2014) from the Financial University under the Government of the Russian Federation. In 2020, he completed further studies at the Moscow Power Engineering Institute, strengthening his technical foundation in the energy field. With extensive managerial experience and a multidisciplinary academic background, Dmitry Konstantinov plays a key role in advancing Rosatom’s international activities and developing strategic cooperation in the Central Asian region.
